HOVER Report: What It Includes, What It Costs, and the Alternatives
Short answer: a HOVER roof-only measurement costs $29 to $69 per roof on HOVER's pay-per-project Starter plan, $9 to $49 on the $999-a-year Pro plan, and a flat $39 on the $2,999-a-year Business plan, according to HOVER's pricing page on October 30, 2026. A full exterior report (roof, siding, gutters, windows and a 3D model) costs $59 to $139 on Starter.
HOVER turns phone photos of a house into a 3D model and a set of measurements. Plenty of roofers use it, and plenty search for it by name when they are trying to work out what a report actually costs them. This post covers what a HOVER measurement includes, what HOVER charges on each plan as of October 30, 2026, and when a different tool makes more sense for a roofing company.
Every price below comes from HOVER's own pricing page on that date. HOVER changes its pricing from time to time, so treat this as a snapshot and check the page before you commit.
What a HOVER measurement includes
HOVER sells two kinds of measurement:
- Exterior. HOVER describes this as a full 3D model and measurements for the roof, siding, gutters, windows and more. If you sell siding or windows alongside roofing, this is the product that earns its price.
- Roof only. Priced by how cut up the roof is: simple is up to 4 facets, average is 5 to 8 and complex is 9 or more.
Reports download as PDF, XLS, XML, JSON, ESX, SKP, DWG or DXF on the paid plans; the pay-per-project Starter plan is limited to PDF and ESX. HOVER says Starter users can capture a job with just a phone, which is the main appeal: no ladder, no drone, and the homeowner can watch you do it.
What a HOVER report costs
HOVER has four plans. Starter has no subscription and the first 3 projects are free. Pro is $999 a year and takes $20 off every project. Business is $2,999 a year with one flat rate per project type for up to 10 branches. Enterprise is custom priced. Per-project prices on October 30, 2026:
| Measurement | Starter | Pro ($999/yr) | Business ($2,999/yr) |
|---|---|---|---|
| Roof, simple (up to 4 facets) | $29 | $9 | $39 |
| Roof, average (5 to 8 facets) | $49 | $29 | $39 |
| Roof, complex (9+ facets) | $69 | $49 | $39 |
| Exterior, simple | $59 | $39 | $79 |
| Exterior, average | $99 | $79 | $79 |
| Exterior, complex | $139 | $119 | $79 |
Expedited delivery adds $39 per project on Starter and $19 on Pro and Business. Standard turnaround is listed as 12 hours on Starter, 4 hours on Pro and Business and 2 hours on Enterprise; with expedited delivery HOVER says roof measurements typically arrive within 1 hour and full exteriors within 90 minutes.
What that means at a real bid volume
Say you bid 15 average roofs a month, roof only, no rush fees:
- Starter: 15 × $49 = $735 a month.
- Pro: $999 ÷ 12 = $83.25, plus 15 × $29 = $435, so $518.25 a month.
- Business: $2,999 ÷ 12 = $249.92, plus 15 × $39 = $585, so $834.92 a month. Business pays off on complex roofs and multi-branch operations, not on a single crew bidding average roofs.
Remember that you pay for the bids you lose too. If you close a third of what you quote, each won job carries the report cost of two that went elsewhere. Our post on what to look for in roof measurement software walks through that math.
When HOVER is the right call
HOVER is strongest when you need the whole exterior: siding squares, window counts, gutter runs and a 3D model to show the homeowner. If a large share of your jobs include siding or windows, the exterior report replaces a lot of tape-measure time. It is also useful when satellite imagery is poor, because the photos come from the ground.
HOVER alternatives for roof-only bids
If most of your quotes are roof only, compare these on the same 15-roof month:
- Roofr. Roofr's pricing page (October 30, 2026) lists a free Starter plan with roof reports at $19 each and an estimated delivery of 24 hours or less, and paid plans from $109 a month billed monthly with reports at $13. Roofr says reports are pay as you go on every plan. On Starter, 15 reports is $285.
- EagleView. We could not find a public per-report price list on EagleView's site on October 30, 2026, so get a quote for your volume and compare it the same way.
- RoofMetric. Satellite measurement with AI roof detection is included on the Solo plan ($29 a month, 1 user) and the Team plan ($49 a month, up to 5 users) with no per-use fee, per our pricing page. Paid plans also import HOVER and EagleView PDFs, so you can keep ordering HOVER for siding jobs and measure plain re-roofs yourself. See our RoofMetric vs HOVER comparison.
These are different products, not just different prices. A vendor report is produced for you and comes with formats such as ESX that adjusters accept; a satellite trace is something you or your estimator do in a few minutes. Many roofers end up using both: a report when the job or the insurance carrier calls for one, and an included measurement for everything else.
